Joseph P. Pulcini, Jr. returned to the firm on March 1, 2026, bringing with him decades of experience in complex civil litigation and a distinguished 17-year tenure with Thomas, Thomas & Hafer LLP. His return marks a homecoming to a firm where he previously practiced and built lasting professional relationships in the Lehigh Valley legal community.
Joe will focus his practice on representing accident victims injured in car accidents, trucking accidents, motorcycle accidents, and premises liability incidents. In addition, he will handle cases involving dog bite attacks, medical malpractice, product liability, construction accidents, and other complex personal injury matters.
Throughout his career, Joe has served as both lead and co-counsel in high-exposure cases and has extensive litigation experience in Pennsylvania state courts. His strategic approach, thorough preparation, and commitment to client advocacy position him to effectively pursue full and fair compensation for those he represents.
Before joining Thomas, Thomas & Hafer in 2009, Joe practiced with Todd S. Miller & Associates, focusing on medical malpractice, motor vehicle accident, and premises liability litigation. His practice is informed by prior experience in both the insurance and governmental sectors, providing him with a comprehensive understanding of risk assessment and case management.
Prior to becoming an attorney, Joe served as Director of the Medical Catastrophe Loss Fund under Governor Robert P. Casey, overseeing the claims department and managing excess medical malpractice claims. He also worked as a claims representative with Medical Protective Company, Pennsylvania Hospital Insurance Company, and Aetna Life & Casualty. This experience gives him a comprehensive understanding of risk management and claims evaluation from both the defense and administrative viewpoints.
In addition to his legal career, Joe has served the community as a Township Supervisor for Lower Mt. Bethel Township.
